[Pal-dc] Call for feedback: impact of ICT programs for development

I thought some of you might want to review and comment on a new short note on how to evaluate the impact of ICT programs by the Open Development Technology Alliance (ODTA<http://www.opendta.org/>), in collaboration with the World Bank's OPCS' Governance and Anticorruption Team (GAC<http://go.worldbank.org/32PINXVIJ0>) and the Social Development Network (SDV<http://go.worldbank.org/8WWCZQW5Q0>). There are also other calls for feedback about ICTs and development.
