I wanted to give you an update on the second meeting of the Dynamic Coalition on Public Access in Libraries which took place on Wednesday 23rd October 2013 at the IGF in Bali. I've attached a report - please let me know if you have any questions or need clarification on anything.

Next Steps
An important outcome of the DC meeting was that we decided to hold a consultation with subscribers to this list about what things the DC should concentrate on over the next twelve months. There is a lot going on right now in terms of Internet governance, and many other current activities are also important for libraries to monitor. Consequently I would suggest that the following are three of the most important issues to consider when we decide on our DC's priorities:
* The WSIS+10 Review<http://www.itu.int/wsis/review/2013.html> - this ongoing review will see many activities undertaken over the next twelve months, including a high-level event at Sharm el Sheikh in Egypt in April 2014. Will public access to the Internet be incorporated into whatever international policy framework follows WSIS?
* The Post-2015 Development<http://www.ifla.org/node/8139> process - the UN is currently considering a development framework to replace the Millennium Development Goals (MDGs). Will access to information be considered a key component supporting development?
* Internet governance and the post-Snowden environment - the Internet governance community is currently focused on the proposed high-level summit<http://www.internetgovernance.org/2013/11/19/booting-up-brazil/> (outside of the UN auspices) that Brazil has volunteered to host in April 2014. What can be achieved at this summit, and how much can civil society contribute to any outcomes? What should we do at the IGF in Istanbul in 2014?
It will be the responsibility of IFLA and EIFL to draft a plan for the DC's activities over the next twelve months. But your input will enable us to consider what issues are important to you in relation to public access, and we will do our best to take your suggestions and incorporate them into a set of objectives.
Please read the attached report so you can see what we prioritised as achievable for 2012-2013. Then send any thoughts you have straight back to the list (pal-dc at lists.apc.org<mailto:pal-dc at lists.apc.org>) or to stuart.hamilton at ifla.org<mailto:stuart.hamilton at ifla.org> and monika.elbert at eifl.net<mailto:monika.elbert at eifl.net> by January 15th 2013. We will share our draft plan of action with you after that.
