[Pal-dc] Concepts for main session presentation at IGF 2015

Hello everyone,
Thank you for all your feedback on the principles statement in the past couple of months. Our next step is to present the concepts in the principles statement on "idea rating sheets" at the main session during IGF 2015 and online, to seek feedback from the broader group. We cannot present the entire statement in this format - we have drafted 5 concept statements and each one will be displayed on one "idea rating sheet" for feedback.

Here are the concepts or "ideas". The object is to capture the key ideas from the principle statement in a brief way. I'll submit these for publication on Friday, so if you feel that a vital element is missing, please provide a suggested revision immediately.
1. Libraries should be recognized as an existing vehicle for ensuring universal Internet access and be used when available to initiate infrastructure and connectivity for all.
2. Governments should provide an enabling environment for universal access to information by providing policy and legislation that supports the role of libraries in providing public access to ICTs, internet connectivity, related training and access to information and knowledge so that all people can participate fully in society.
3. Libraries should be supported in their role of offering training and skills development for technology, information and media literacy to all.
4. Individuals have the right to privacy when they seek information; Internet users in libraries must not be subject to surveillance of their activities.
5. Libraries should be supported in enabling the creation of local content and in promoting and providing online access to local, government and open access content.
