Christina, i think it would only require a small wording change - in theory government provision of an enabling environment would naturally include allocation of financial resources, so this would just make the wording clearer in this respect. My suggestion would be  as below (change in bold).

Thanks Christina, in relation to Idea 2, i wonder if the call to government should be made stronger/clearer - as stands now it only suggests adoption of an enabling environment generally, and does not specifically propose that government actually commit real financial resources to supporting library systems.

3.       Libraries should be supported in their role of offering training and skills development for technology, information and media literacy to all.


4.       Individuals have the right to privacy when they seek information; Internet users in libraries must not be subject to surveillance of their activities.


5.       Libraries should be supported in enabling the creation of local content and in promoting and providing online access to local, government and open access content.
