[Pal-dc] DC-PAL news: GCIG report, Guadalajara prep & EuroDIG

Hi all,
Here's a short update on recent DC-PAL activities, enjoy!
DC-PAL participation in IGF 2016 in Guadalajara
June 6 was the deadline for workshop proposals for IGF 2016, held in Guadalajara, Mexico<http://www.igf2016.mx/> on 6-9 December. IFLA has submitted two workshop proposals<http://www.intgovforum.org/cms/igf16-workshops/igf-2016-published-proposals> (no.s 205<https://www.intgovforum.org/cms/igf2016/index.php/proposal/view_public/205> and 213<https://www.intgovforum.org/cms/igf2016/index.php/proposal/view_public/213>) and we've also requested an individual session for DC-PAL, but this has yet to be confirmed by the IGF administration. The annual report of DC-PAL 2015<http://review.intgovforum.org/igf-2015/dynamic-coalitions/dynamic-coalition-on-public-access-in-libraries-dc-pal/> can be found here.
On formalities: DC-PAL are participating in DCCG (Dynamic Coalitions Coordination Group), and this group recently decided on Terms of Reference for the participation of Dynamic Coalitions in the work of the IGF and on the format of the main session for DC's. The finalised Terms of Reference will be published shortly.
Global Commission Recommends Governments Invest in Public Access in Libraries
Yesterday, the Global Commission on Internet Governance released One Internet<https://www.ourinternet.org/report>, a wide-ranging and pragmatic vision of how all actors can contribute to a sustainable and democratic internet. An excellent recommendation from the Commission is that "government should invest in public Internet access points, especially in schools, libraries and other social service venues", which recognises what libraries do and can do for public access. EuroDIG
DC-PAL through IFLA participated in two workshops and one panel at this year's European Dialogue on Internet Governance<http://www.eurodig.org/eurodig-2016/> (EuroDIG). The workshops were themed around internet access and human rights for minorities<http://eurodigwiki.org/wiki/WS_2:_Confronting_the_digital_divide_(1)_-_Internet_access_and/as_human_rights_for_minorities> and refugees<http://eurodigwiki.org/wiki/WS_10:_Confronting_the_digital_divide_(2):_Refugees,_Human_Rights_and_Internet_Access> in particular. Freifunk<https://freifunk.net/en/> participated in the second workshop and gave examples of how public access networks can be provided (perhaps an idea local library activists could pick up and elaborate on?)
The panel on the right to be forgotten<http://eurodigwiki.org/wiki/Hot_topic_-_Right_to_be_forgotten_or_to_rewrite_history%3F> dealt with questions about where the boundary between privacy and freedom of expression should lie, as well as practical questions about how libraries should cope with the fact that they themselves, for the most part, cannot hope to retain all information.
