[Pal-dc] DC PAL paper for DCs session at IGF (draft for comment)

With apologies for short notice, attached is a draft paper to submit to the IGF in order to ensure a slot in the main DCs session at the IGF in Geneva. Many thanks to Esmeralda here for putting this together.
