[Pal-dc] Recent submissions on internet governance issues from IFLA

Dear all,
We wanted to share a couple of submissions IFLA has recently made to UN processes around internet governance, with a strong focus on public access.
First of all, we submitted initial comments<https://www.ifla.org/node/91762> to the UN High Level Panel on Digital Cooperation, an initiative launched by the UN Secretary General in order to encourage more effective collaboration between stakeholders to find solutions to common challenges. IFLA focuses, in its reply, on the need to engage with organisations such as libraries which are in a position to deliver on social policy goals, as well as to cooperate to find new ways of ensuring that the remaining 50% of the world's population online has the possibility to connect.
Secondly, we have responded<https://www.ifla.org/node/91772> to the call for inputs on the annual review of the WSIS process, tackling in particular Target 4 - Connect All Public Libraries. We underline some evidence of greater awareness of the role of libraries as connectors and hotspots, but also concerns about laws and other government and commercial practices that make internet access costlier, riskier, and less attractive.
