I live in Chennai, India. I will not be able to attend this event. Is there a way I can have remote access? Please advise.
Several years ago I wrote a chapter on Public Access to the Internet in a book titled Word Matters., which was released at WSIS 2, Tunis. I am attaching the document.

How Public Access Centers/Libraries, Community Networks and Offline Internet all combine to provide a solution to reach the billions of people not yet connected.

Even as the celebrations for getting half of the world’s population online approach, the need to reach the rest remains as strong as ever. The challenges will not get easier, with non-users of the internet often facing low incomes, remoteness or other barriers that stand in the way of the solutions which have worked to date. There is no easy fix, but a combination of approaches could, together, offer a formula to address almost any circumstance.

Public access centers such as libraries, community networks and/or even offline internet, offer just such a combination.

 This evening reception, to be held at the American Library in Paris during the Internet Governance Forum, will offer introductions to where and how these approaches can support and reinforce each other to Connect and Enable the Next Billions<https://www.intgovforum.org/multilingual/content/igf-policy-options-for-connecting-and-enabling-the-next-billions> (CENB) with attention to the UN’s 2030 Sustainable Development Goals<http://www.undp.org/content/undp/en/home/sustainable-development-goals.html> (SDG’s).

Format:

7:30pm – reception opens - wine and hors d’oeuvres

8:00pm – presentations and discussion

  *   Welcome: Keynote
  *   Offline Internet
  *   Community Networks
  *   Public Access Centers/ Libraries

 8:30pm – discussion and networking

 9:30pm – close
We hope you can make it!Cheers,Partnership For Public Access (P4PA)
