Thanks, Esmeralda! Hope many from the DC3 community can make this &/or share with others. In the meantime, perhaps the group could discuss these interrelationships among CN’s, PA centers/libraries and Offline Internet (previously introduced) <https://docs.wixstatic.com/ugd/5ddeb9_cf226f5ed7ee490c84ab5b50d61bd4ab.pdf>. Happily, OLI, so tightly related to idea of CN’s, completes the circle and rounds out a “comprehensive strategy” that could help reach anyone, anywhere. Like with building CN’s inward as first mile, this 3-approach strategy even addresses the “last billion”. And all in between, including places that are so-called “well served". Even in those places, many people must wrestle with caps, reliability, speed, etc.

The challenges will not get easier, with non-users of the internet often facing low incomes, remoteness or other barriers that stand in the way of the solutions which have worked to date. There is no easy fix, but a combination of approaches could, together, offer a formula to address almost any circumstance.
