[Pal-dc] PAL DC Updates

Dear all,
I wanted to share a quick update on Internet Governance and Public Access in Libraries issues.
First of all, we will shortly share what we hope is a final version of the public access policy toolkit. We are currently preparing a short diagnostic toolkit which will help users navigate this.
Secondly, plans for IGF 2019 are underway, with the three main themes likely to be data governance, inclusion and access, and security. The focus on inclusion and access in particular is promising for DC-PAL, and we will be in touch about bids. The call for sessions should go out on 4 March. To aid evaluation, there will be narratives around the themes, which could be a good reference point.
There is pressure from the Multistakeholder Advisory Group to encourage more intense work between dynamic coalitions and other intersessional work, although I admit I've not seen any news about specific projects this time around.
Third, IFLA made a final submission to the UN SG's High Level Panel on Digital Cooperation. You can find this on the IFLA website<https://www.ifla.org/publications/node/91761>, and we are looking forward to seeing the results of the Panel's work. According to the Panel's own website<https://digitalcooperation.org/meeting-summary-consultation-insights-next-steps/>, universal affordable access seems to have come out as a priority, alongside readiness in institutions to deal with digital challenges, education, and attitudes.
