[WSIS CS-Plenary] online chat channel created

Just a quick note to let you all know that I have setup a WSIS IRC chat
channel.

with it, we'll be able to chat in realtime both before, during and after
the upcoming prepcom.


the details are as follows:

IRC server: irc.freenode.net
Channel: #WSIS
(channel is live and will be up 24/7)

I'll try to connect at the following times:

08-09 Toronto/ 14-15 Geneva/ 17:30-18:30 New Dehli/ 21-22:00 Tokyo
2200-2300 Toronto/ 0400-0500 Geneva/ 0730-0830 New Dehli/ 1100-1200 Tokyo
