[WSIS CS-Plenary] access to govermental plenary + drafting of visionary

dear all

It appears that the governmental plenary has been closed to all but the 
governmental delegations. Neither civil society representatives or 
international organisations representative were let in.

For all interested in drafting the visionary document: the drafting group are 
meeting in the basement of the ITU building.
