[WSIS CS-Plenary] governmental negotiations closer to agreement

We just had a briefing by Marc Furrer of the Swiss Government, and he
confirmed what we already had heard in the hallways:

The governments seem to have agreed on almost all conflictive issues.
The only major conflicts still open are internet governance and finance.
