Adam - a quick note on age groups -

typically:

1) Children - to 17/18 years - Section already in the CS vision document

2) Youth - 18 to 29 years ( Cnd definition / typical ) - which you are currently drafting

I think the youth caucus is dealing with 18- 29 yr olds - so you may want to conclude with:

"Therefore we commit to develop and use only those ICTs that ensure the well-being, protection, and harmonious development of all young people " - which is how you commenced the whole section / consistency of language.

Hi Rik et al.,

There is no reference to youth, which I believe is a serious omission. I would like to propose the following two options:

(long paragraph)

We recognize also that young people are the future workforce and leading creators and earliest adopters of ICTs. They must therefore be empowered
as learners, developers, contributors, entrepreneurs and decision-makers. We must focus especially on young people who have not yet been able to
benefit fully from the opportunities provided by the Information Society. In particular, we must seek to assist and empower youth from disadvantaged backgrounds, especially young people in developing countries. Equality of opportunity for girls and young women must be integral to our efforts, and we must create a greater awareness of their specific needs and potential in the field of ICT. Issues facing young workers in ICT industries, such as low pay, poor working conditions, and a lack of job stability and collective representation, must also be addressed. As main users of ICTs, young people are most affected and vulnerable to the health risks exposed by their use. Therefore we commit to develop and use only those ICTs that ensure the well-being, protection, and harmonious development of all children.

If this is too long, the paragraph from the current Declaration would also be acceptable (though the first one would be preferred). The current Youth Paragraph reads as follows:

We recognize also that young people are the future workforce and leading creators and earliest adopters of ICTs. They must therefore be empowered as learners, developers, contributors, entrepreneurs, decision-makers. We must focus especially on young people who have not yet been able to benefit fully from the opportunities provided by ICTs. We are also committed to creating conditions that provide for the development of ICT applications and services that take into account [the right, the well-being, protection, and harmonious development of children.]

Please let me know if one of these can be included. Sorry about the delay.

Dear Colleagues,

Please find attached in Word and RTF formats the near final version fo the CS visionary statement, to be presented formally on Wednesday December 10. We request your comments to this text to the drafting committee by TODAY, December 7, by 4pm, CET.

Note that this text has already received wide input from caucuses and working groups, has undergone several stages of consultation, and must be ready to give to translators by Monday if we are to have it translated and available for wide endorsement on Wednesday. The drafting committee will do final edits this afternoon.

In this light, we request that you comment only if there are SERIOUS omissions or corrections necessary, and to submit corrected text. It is much too late for completely new text or sections.

There will be a final opportunity to discuss the text tomorrow (Monday, December 8) at a plenary meeting at the ITU, room C, at 9am.

Thanks for your consideration and rapid action on this. Apologies for the extremely short time frame, and for only having the draft text available in English.

Regards,

Rik Panganiban
