What are the standards you want - that's a bit vague...so instead spell
them out.

A possible revision... 


The current management of Internet names and numbers  and other related
internet governance mechanisms should be implemented in a fashion that
gives full and equal participation of all stakeholders in a fashion that
is consistant with human rights instruments.


The intercessional is all about negotiating . The WSIS secretariat and
key governments have made it clear that the texts need to be shortened
significantly.

Thus, we need to take a look at what governments have proposed and
suggest alternative language which is more to our liking.

>From my point of view, this meeting is all about negotiation and
revision of the existing texts.  our efforts need to be focused to
revise parts of the document we don't like with specific language. To do
so we need to work with individuals and organizations that have
experience in previous UN processes to make sure we strengthen already
approved UN language and don't lose ground.

A strategy would be for us to :

(1) engage our NGO partners who are lawyers who have experience in
drafting texts. Submissions that aren't concise, that don't follow legal
norms - well, just will be ignored.

(2) have national delegations adopt our suggestions and/or add back in
text that was dropped.

For example the EU statement dropped all references to youth..something
which is unacceptable.


Despite the lack of access to the private negotiations (behind closed
doors) which no doubt will occur, I do wish all those attending the
Paris meeting the best of luck..
