I think that CS has an important duty to promote the setting up of an impartial international body to regulate this area. A set of international standards - possibly regulated by ISO and an international "court" to settle disputes. However, the procedures must not become so onerous that those ( countries or individuals) with limited income cannot avail themselves of these regulatory measures. Domain name / e-mail piracy in this international sea of the information highway has to be policed in a manner that is in accordance with an international human rights code amongst other codes of conduct.

CS must not shy away from identifying important issues - it is after all, for our common long term good. CS is uniquely positioned to provide comment on areas that the private sector or government may not be in a position to highlight.

I'm not so sure, Adam...do you feel that the current management of internet
names and addresses is the best system for allocating what is essentially a
global commons, in the public interest? If so, please explain why a
byzantine structure like ICANN, geared towards corporate needs, is the best
system. If not, it seems entirely appropriate to raise the question.

"To these ends, the current management of Internet names and numbers
and other related mechanisms should be re-examined with the full
participation of all stakeholders in light of serving public
interests and compatibility with human rights standards."

It can only serve to support the arguments of governments that wish
to gain control over Internet resource allocation, and others hoping
to see the ITU or some other inter-governmental organization take
control of Internet naming and addressing.

It should be deleted.
