[WSIS CS-Plenary] Speaking Slots - CSB Role

I have just posted the following message to the CT list (content and 
themes) proposing that we first discuss a proposal there on 
speaking slots and then bring it to this space for comment and 
approval.

I sugggest that those who wish to join the discussion at this phase 
join the CT list.

Hi all, 

This issues raised here are important and I understand that in Paris 
the need was felt for greater clarity in the criteria and mechanisms 
for assigning speaking slots.  (Feed-back from those who were in 
Paris would be appreciated).

However, I don't think this is a matter for the bureau to decide on.  
It was clearly established that the Content and Themes group is 
responsible for such matters and that any decision ultimately rests 
with the plenary.  It would, of course, be useful to have a clear 
mechanism of consultation between the bureau, the C&T group and 
the plenary on such matters, which is something that needs to be 
worked out.

I suggest we open an exchange here in the C&T group in view of 
formulating a proposal, which can then be consulted with the 
plenary and presented to the bureau.

(As far as possible it is preferable to avoid parallel discussions in 
more than one list at the same time).
