[WSIS CS-Plenary] Update on CS Declaration

Hi, 

This is an update on progress on the Civil Society 
Declaration/Vision document for the Summit and a request to all to 
be on the lookout for the texts that will be posted shortly for 
comment, as the time-frame will be very short.

First of all, we need to clarify that the demands of the WSIS 
process (Prepcom 3a etc.) and other personal commitments of all 
involved meant that the content and themes group wasn't able to 
start work on this according to the original time-frame proposed in 
September.  The drafting group has therefore agreed to produce a 
document with a more simple structure (outlined below).  This 
basically aims to compile and edit the wealth of input produced by 
the different caucuses over the past 2 years.  It is also intended to 
frame the issues in such a way as to be accessible to people who 
are new to the process.

As of Thursday we will be posting parts of the document (hopefully 
a complete first draft by Friday) for your immediate input and 
comment.  This will not yet be an edited draft.  Editing is planned 
over the weekend to ensure a more even style, remove 
redundancies etc.  We hope to have a more polished version by 
Monday.  As the document needs to go for translation and printing 
before the Summit, we will have only a couple of days to receive 
further comment.  So please set aside some time to revise it as 
soon as it is posted.

The document structure we are working with: 

Brief Preamble  (origin and purpose of the document)

I. a visionary society 

II. Principles, goals and challenges: 

2.1 human rights  (includes communication rights, labor rights, 
privacy issues etc.)

2.2 Social justice (inclusion issues, people-centred focus, 
equitable access issues., etc.)

2.3 sustainable democratic development  (includes infrastructure)

2.4 the public domain of global knowledge  (includes intellectual 
property issues)

2.5 promoting cultural and linguistic diversity  (includes media)

2.6 literacy, education, research and knowledge  

2.7 global governance of ICT and communications

2.8 a cross cutting gender perspective   

2.9 ethical dimension  

Conclusion  

The total should be around 8-12 pages.

This document could be the basis for developing the fuller structure 
as proposed in September, during the next phase of the WSIS.
