We also have to consider that Mexico belongs to the Grulac (America Latina
and Caribean) group, so they bring those points also to this group.  México
is by the moment the president of the Grulac.  Formally, Grulac did not work
as a block during prepcom 3.

They may not be speaking as one block, but my experience at PrepCom3 was
that they are operating quite closely.

On issues of PCT and Free Software Mexico has often brought forward points
in the working groups that one could have expected from the United States --
especially given that they hurt Mexicos interests.

Canada -- not being as dependent on the United States as Mexico -- has been
more conciliatory and usually more compromising than the United States.

Still the overall impression was that there are strong political ties
between the three.
