Dear Francis and all,


I hope Sean or somebody else to clarify this point that Francis is 
raising. I have never joined in previous PrepCom, I don't exactly know 
what has been decided. 

And regardless of whether our decision was, I think that our consensus
should be formed throughout real agreement among civil society
organizations. Therefore, what matters is how we could effectively extract
participants' consents on specific points but not what formal procedure is
legitimate one. Moreover, if we accept the final decision making place is
off-line plenary - although it sounds very strange - I believe that it
means physical meeting must follow-up the consensus which was formed
throughout online or offline or whatever discussion among civil society
organizations.
