  1.. Resumed Session of PrepCom 3 (Geneva, 10-14 November 2003)

In view of the upcoming Resumed Session of PrepCom 3, the WSIS Executive Secretariat will circulate an invitation letter to civil society and the CS Bureau.  The invitation will be posted shortly on the official website and on www.geneva2003.org.

All participants registered to PrepCom 3 will automatically be registered for the Resumed Session.  Civil society participants who wish to make rooms reservations to hold meetings during the Resumed Session may send us their requests as soon as possible.

Please note that only two ITU interpretation teams will be available.  Since no funds are available to hire additional interpreters, civil society may request ITU interpretation services.  However, these services are not guaranteed, as the Sub-Committee will split into sessions and will require most of interpreters' time.

A civil society Plenary session is planned on Monday 10 November (9:00 - 10:00) to provide information on the time management plan for the meeting.  The general Plenary will meet for half an hour at 10:00, followed by the Sub-Committee 2 sessions.  No documents will be distributed and no pigeonholes will be available.  Communications will be available through the wireless network at CICG.

No fellowships will be available, neither for governments nor for civil society.

Regarding the advancement of the negotiations, please be informed that three parallel processes are taking place: 1) Informal consultation meetings with the missions in Geneva, held by the President of the PrepCom; 2) Facilitation meetings held by the former President of the Swiss Confederation, M. Adolf Ogi; 3) Resumed Session of PrepCom 3.  All consultations aim at reaching consensus on an acceptable text of the Declaration and Plan of Action for the Summit.

1.. Speakers at the Summit

As mentioned in our last note to the CS Bureau, the Summit Format adopted at PrepCom 3 gives some guidelines for selecting speakers at the Summit.  Please bear in mind that speakers you wish to recommend must be the highest personality in their organization, or very well known experts in their fields.

On the basis of your proposals, a list will be submitted by the Executive Secretariat / CSD to the Secretary-General of ITU, Mr. Utsumi, who will take the final decision.  Please note that the themes of the Round Tables are under discussion and a final decision will be taken on 31 October.  However, the number of Round tables (4) has been confirmed.

  1.. Reprise de la Session PrepCom 3 (Genève, 10-14 novembre 2003)

En vue de la Reprise de la Session PrepCom 3, le Secrétariat exécutif du SMSI fera circuler une lettre d'invitation adressée à la société civile et au Bureau SC.  L'invitation sera mise en ligne très prochainement sur le site official et sur www.geneva2003.org.

Tous les participants enregistrés au PrepCom 3 seront automatiquement enregistrés pour la Reprise de la Session.  Les participants de la société civile qui désirent réserver des salles pour tenir des réunions pendant la Session peuvent nous transmettre leurs requêtes aussi rapidement que possible.

Veuillez noter que seulement deux équipes d'interprètes de l'UIT seront disponibles.  En l'absence de fonds pour recruter des interprètes supplémentaires, la société civile pourra faire appel aux services d'interprétation de l'UIT.  Toutefois, ces services ne seront pas garantis, étant donné que le Sous-Comité se  réunira en séssions et demandera la plupart du temps des  interprètes.

Une session Plénière de la société civile  est prévue pour lundi 10 novembre (9h00 - 10h00) afin de fournir les informations utiles sur la gestion du temps de la réunion.  La Plénière générale se réunira à 10h00, suivie par les travaux du Sous-Comité 2.  Il n'y aura pas de distribution de documents et pas de casiers disponibles.  Les communications seront disponibles à travers le réseau wireless du CICG.

Aucune bourse ne sera disponible, ni pour les gouvernements, ni pour la société civile.

En ce qui concerne l'avancement des négociations, veuillez noter que trois processus parallèles sont en cours: 1) les réunions consultatives informelles avec les missions basées à Genève, tenues par le Président du PrepCom; 2)  les réunions de facilitation tenues par le Président de la Confédération suisse, M. Adolf Ogi; 3) la Reprise de la Session PrepCom 3.  Toutes les consultations ont pour objectif d'arriver à un consensus sur un texte acceptable de la  Déclaration et du Plan d'action  pour le Sommet.

1.. Intervenants pour le Sommet

Comme mentionné dans notre dernière note au Bureau, le format du Sommet adopté au  PrepCom 3 fournit les lignes directrices sur la sélection des intervenants au Sommet.  Veuillez noter que les intervenants que vous souhaitez recommander doivent être les personnes les plus haut placées dans leur organisation, ou des experts reconnus dans leurs domaines.

Sur la base de vos propositions,  une liste sera soumise par le Secrétariat exécutif / DSC auprès du Secrétaire Général de l'UIT, Mr. Utsumi, qui prendra la décision finale.  Veuillez noter que les thèmes des Tables Rondes sont  encore en discussion, et qu'une décision sera prise le 31 octobre.  Toutefois, le nombre des Tables Rondes (4) a été  confirmé.
