Report on Bureau - Bureau Meeting Today -- Report by Sally Burch

_ Given the reaction this morning to the declaration, a number of members
expressed the view that there is little point in participating in the IG 
process.
_ Tomorrow there will be two interventions to the Bureau-Bureau Meeting, 
one
from CS Content and Themes and one from the IG Bureau.
_ CT has produced a statement for this intervention based on the CS 
statement
presented today in the SC-2 Plenary.
_ There will be a press conference afterwards.
_ Susanna George and Sally Burch will present at the press conference.

Urgent Report from the Plenary on SC-2 -- Report by Conchita ??? of the CS
Monitoring Group.
_ Paragraph 9 was discussed.
_ For paragraph 9 they wanted to use "promised for opportunities". The most
important part is that they were agreeable to the Gender Strategies 
Working Group
language. At 20:00, they will start again with paragraph 9. They asked 
if they
could speak tonight on paragraph 9 at 20:00.
_ Volunteerism and education were included in the topics to retain/include.

Drafting Activities
_ Several drafting groups are in motion:
_ A group is working on drafting specific, concrete language on the 
declaration
regarding language required to make it acceptable. Input is requested by 
19:00.
_ A third drafting group is working on the dangers of the difficulties 
working with
_ A drafting group is working on Wolfgang's proposal on the three column
comparison of the Official Declaration versus the Civil Society inputs.
_ Another drafting group met with the idea of proposing an alternative 
declaration.
_ Tonight, a group from CS is to convene and develop specific, concrete
language on the declaration. Paragraphs that have been identified are: 
PCT 33
and 35; LAC 36, 40, 41; Privacy and Security WG 35; Paragraph 20. The
drafting group should compare the results with today's statement. Valérie
Peugeot volunteered to coordinate this group.
_ Alternative Declaration:
_ Several working groups have been formed around thematic areas. They 
are to
prepare sections of language based in part on existing CS documents.
_ A collection of Civil Society documents has been assembled online at
http://mboom.draper.albany.edu/~mciver/WSIS/CSDeclaration/
_ A proposal will be presented tomorrow by Claire Sherman in the CS Plenary
about how to proceed on the CS Declaration. We will explain what we want to
do and why. Ask for sets of principles that people feel need to be in the
document. The timeline is to be developed as part of the discussion in 
Plenary.

CS Response to the Official Draft Plan of Action:
_ Inputs on the Action Plan can be submitted. No drafting will take 
place tonight.
_ We need to find out when speaking slots are. CS participants are asked 
to turn in
requests in on paper.

Other Issues
_ Time frames for the Working Groups
_ Time frames for IG WGs were not given this morning. Have they been 
decided?
We need to monitor this.
