The Content and Themes Group took up the question
of if and how to respond to the latest draft
of the Official Plan of Action.
This note presents the sense of the group on what
should be done.
_Background_
-- As of this morning, no specific protocol had yet emerge,
apart from the apparently ad hoc decisions being made
to allow short, Civil Society input in the Working Group
processes.
_Recommendations_
The sense of the group on how to respond is as follows:
- A line-by-line approach, as was used in NY, was generally felt
to be an unwise use of time.
- Instead, commentaries are felt to be a better approach at this time.
- In particular, caucuses who undertake such drafting are asked to
link commentary on the Point of Action with the inputs developed
by Civil Society on the Draft Declaration.
- Linkages should also be made with the non-negotiable points articulated
in the most recent Civil Society document.
