[WSIS CS-Plenary] Next PrepComS

Dear Francis,
Have the dates for the 7th to 9th been confirmed? The 10th is when the Summit should begin, should all be well. Are the mechanisms for attendance during the November and December dates the same as with PrepCom 3?
