[WSIS CS-Plenary] Re: [governance] Re: ICANN claims success in African outreach

just a question to those of you who know more about this than ignorant
me (ie to all of you):  is the question of when which law applies to
various activities "on" the internet, and of what should be the
determining factors in this, addressed by WSIS (or anyone else)??

any refs or other help greatly appreciated!
