Dear all
 
My particular concerns is first of all that human rights issues do not get relegated to the rear.  Like Milton has rightly pointed out, lots of risks are going to be taken. Nobody can guarantee anything.  That is why it is important that principles be laid down.  If we have two or three of those, they will help us keep in focus.
 
Ramin, the down "er" you come, the stronger the govts become!  Undemocratic govts and monopolized economies are stiffling the debate at many national levels.  As much as I know, the African Civil Society (and maybe Asias) may be able to get a stronger impact on national issues if some are treated on the international level.
 
I'm not against the subsidiarity, my point is that certain principles must be retained from the word go!
