Dear all,
This is an interesting proposal consisting of creating
a SDR in support of the SDF analysis and proposals,
SDR will be supported by UNCTAD which should play a
leading
role in the preparations for the second phase of the
World Summit on the Information Society (WSIS),
to be held in Tunis in 2005.
This an interessant initiative which should be
supported as well as any other initiative coming from
UNESCO for education, WHO for health, FAO for
agriculture, UNDP for resources mobilization etc....We
as CS Working Group on finance issues who do think
that the DSF must be considered in global strategies
at both international and national levels. We also
think that the resource mobilization must be focus on
ODA before to be taken into consideration in a special
SDF or in others initiatives based on private
operators, individual actions or cities gifts and
donations.
We are available to continue the debate on the issue
depending on solutions you are going to propose.

Ce message pour me féliciter de cette initiative de la
CNUCED qui pourrait être suivie d'initiatives
similaires de l'UNESCO pour l'éducation, de l'OMS pour
la santé, de la FAO pour l'agricyulture, du PNUD pour
la mobilisation des ressources etc....
Tout cela pour dire que dans notre groupe de travail
sur la problèmatique (société civile) du financement
du fossé numérique sans rejeter toutes initiatives
d'appui inviduelles, venant du secteur privé, des
villes et autres association, nous pensons que la
solution est principalement dans l'aide publique au
développement (APD) et la cooperation internationale
et dans la prise en considération du fossé numérique
dans des stratégies globales et nationales de
développement et ce quelque soit l'importance conférée
aux TICs.
Nous marquons notre intérêt et notre disponibilité à
poursuivre le débat.
