[WSIS CS-Plenary] Info for WSIS Phase 2

Dear all,

For your information, I received a call on Friday (30 February) to meet with
the Tunesian Minister of Communication Technologies and Transport, Mr. Sadok
Rabah, who was here in Geneva to meet with his Swiss Government
Counterparts, with Mr Uzumi, also with members of the Secretariat to give a
boost to relance the process towards Tunesia 2005. (In this context the ITU
meeting, 26-27 February is, as many of you pointed already out, an internal
technical ITU w-shop to feed into the UN ICT Task Force Open Forum in New
York, 25-27 March, on Internet Governance  and not directly part of the WSIS
2 preparatory process. However, it will determine by its outcome the
appointment of the IG WG by the Secretay General)

The Tunesian Minister wanted to inform us about some of the preparatory
steps envisioned and at the same time to ensure us that his government wants
the full participation of Civil Society in the whole process.

The first step will be an informal meeting with all stakeholders, scheduled
for 4-5 March, to be held in Tunesia to brainstorm on the process and added
value of WSIS phase 2. Following this meeting would come a more formal
meeting to  prepare for the first PrepCom. Dates for this more formal
meeting are not yet set. Mentioned were end April,end May or beginning of
July. For the first meeting he wanted at least the CS Bureau to attend.

But now comes the crux: Tunesia has the capacity to help with all
infrastructure inside of Tunesia, would also help e.g. to set up logistics
for CS if they wanted to hold a preparatory meeting on 3 March to develop
strategies. But they do not have funds for travel, nor the ability to
transfer anything out of the country, to let any stakeholder, including CS
come to Tunesia.

On another point he told me that that his Government would appoint two
Tunesian delegates to be part of the Secretariat for CS. When I asked if
they could not continue to work with Alain and Louise, he said they would
if somebody else would finance them, meaning if this would happen they would
then have 4 CSDs. (The financing of the CSD has just come to an end here as
of 31 January)

In short: CS is welcomed (and to my question also with critical voices) but
has to look for its own means.

CONGO will organize a Briefing on WSIS 1 and Phase 2 shortly. I will keep
you informed.

Pour votre information, j'ai reçu un coup de téléphone vendredi (30
février)me demandant de rencontrer le Ministre tunisien des technologies de
l'information et des transports, M. Sadok Rabah, qui était à Genève pour
une rencontre avec ses homologues du gouvernement suisse, avec M. Uzumi et
d'autres membres du Secrétariat pour relancer le processus portant à
Tunisie 2005. (Dans ce contexte, la rencontre de l'UIT du 26 - 27 février
est, comme nombre d'entre vous l'ont déjà fait remarquer, un séminaire
technique interne de l'UIT censé donner un input à l'ICT Task Force Open
Forum de l'ONU, qui se tiendra à New York du 25 au 27 mars, sur la
gouvenance d'internet et il ne fait pas directement partie du processus
préparatoire du SMSI phase 2. Cependant, son issue sera la nomination du
groupe de travail intergouvernemental par le Secrétaire général).

Le ministre tunisien voulait nous donner quelques informations sur quelques
éléments préparatoire et en même temps nous rassurer sur le fait que son
gouvernement veut bien la participation de la société civile dans tout le
processus.

Le premier pas sera une réunion informelle de tous les concernés, prévue
pour le 4 - 5 mars à Tunis pour discuter des issues possibles du SMSI phase
2. Après cette réunion il y en aura une autre, plus formelle, de
préparation pour la première Prepcom. Les dates de cette réunion plus
formelle ne sont pas encore fixées, mais on a mentionné fin avril, fin mai
ou début juin. Pour la première réunion il aimerait qu'au moins le Bureau
SC participe.

Mais maintenant vient le point important: la Tunisie peut aider avec toute
l'infrastructure nécessaire à l'intérieur de la Tunisie, et ils aideraient
par exemple aussi à mettre sur pied l'infrastructure nécessaire pour la
société civile si celle-ci souhaitait tenir une réunion préparatoire le 3
mars pour développer des stratégies. Mais ils n'ont pas de fonds pour les
voyages, ni la capacité de transférer quoi que ce soit hors du pays pour
permettre aux participants, y compris la société civile, de venir en
Tunisie.

Sur un autre point il m'a dit que son gouvernement allait nommer deux
délégués tunisiens au Secrétariat de la SC. Lorsque j'ai demandé s'ils ne
pourraient pas continuer à travailler avec Alain et Louise, il m'a dit que
oui si quelqu'un d'autre était prêt à les financer, ce qui veut dire que si
ceci arrivait il y aurait 4 DSC (le financement des DSC vient de s'achever
ici le 31 janvier).

En bref: la CS est la bienvenue (et en répondant à ma question il a dit
qu'elle l'est aussi avec des voix critiques), mais elle doit chercher ses
propres moyens.

Quant à CONGO, nous allons organiser un briefing sur la phase 1 et 2 du
SMSI sous peu. Je vous tiendrai au courant.
