Bonjour Sally et Bill

J'aimerais vous soumettre quelques points de forme relatifs a la version finale de la Declaration de la Societe Civile (SC)

1er point : Pourquoi un delai (trop) court pour finaliser la Declaration de la SC ? 
Que nous endossions ou non ce document, nous sommes tous conscients qu'il montre des lacunes, des repetitions et des imprecisions, voire des erreurs sans parler du manque evident d'equilibre entre les differentes problematiques soulevees. Or, l'imbroglio dans lequel se trouve actuellement le processus du SMSI -et que la reunion du 26 fevrier a Geneve a amplement demontree (merci aux passage à Chris Zielinski et Thomas Ruddy)- nous offre precisement un delai supplementaire qui permet de pallier ces lacunes et imperfections. Car nous avons enfin un peu de temps devant nous qui nous permet d'approfondir nos idees, d'apprecier leur impact sur d'autres sujets traites dans le document et d'eviter des contradictions, des incoherences ou des repetitions. Alors pourquoi pas un delai jusqu'au 15 avril ?

2eme point : La reunion du 26 fevrier a Geneve
J'avais propose au groupe C&T (courriel à Sally) de participer a cette reunion en fonction de son ordre du jour, mais on m'a repondu que seuls deux representants de la SC sont invites par l'UIT et qu'ils sont deja declares. Or apparemment (voir le compte-rendu de nos representants) ce "numerus clausus" n'a pas ete applique. Je regrette donc de ne pas y avoir assiste.

3eme point : travail pour la phase 2
Trop d'incertitudes planent encore sur cette 2eme phase. On peut cependant estimer que deux axes de travail vont dominer : la gouvernance d'Internet et le financement des actions decidees. Ce sont des problematiques bien concretes qui exigent autant de bonne volonte et de disponibilité que de connaissances et d'expertise. En particulier le financement concerne en grande partie les infrastructures et leur acces dans les PeD, eu egard aux investissements urgents et importants necessaires, du moins si le comblement du "Fosse Numerique" est toujours un objectif essentiel du Sommet. 
L'organisation actuelle de la SC devrait a mon avis etre revue afin que ces problemes majeurs y soient mieux traites et pour donner a la SC plus de poids dans les groupes mixtes (gouvernements, secteur prive et SC). Une entite traitant l'ensemble de cette problematique -acces, infrastructure et financement- me parait indispensable. Elle devrait avoir un "statut" equivalent au "Caucus" et sieger en tant que telle au Bureau de la SC.
Dans le cadre de cette reorganisation un regroupement de themes sur une douzaine de "titres" me parait indispensable pour la visibilite. Dans ce cas un titre "Developpement" s'impose et doit enfin et imperativement trouver sa place de priorite majeure de la SC.   

4eme point : La cooperation internationale
La "version corrigee du 12-12-2003" ne contient pas ma contribution sur ce theme qui avait pourtant ete remise via courriel a la coordination et sous forme de disquette a Bill avant le 10 decembre. Compte tenu de l'importance de ce theme et de son impact dans d'autres problematiques (en premier lieu le developpement) je demande que mon texte soit insere dans le document final, comme un nouveau § 2.4.5  Je note par ailleurs que la "compression" de mon texte original tant sur "Acces et infrastructure" que sur "Financement" (le titre est devenu Financement et infrastructure dans la version actuelle) rend les § 2.4.3 et 2.4.4 peu comprehensibles par endroits. Je souhaite donc que les textes originaux soient pris en compte dans la version definitive de notre Declaration. 

5eme point : Oubli dans l'organigramme de la SC
Les documents relatifs a l'organisation de la SC oublient de mentionner que je suis "Personne focale pour l'Acces et Infrastructure" dans le groupe C&T suivant sa decision. Merci de les completer en consequence.

Dear Sally and Bill

I'd like to submit you some formal points in relation to the final edition of the CS Declaration.

Point n°1 :Why such a (too) short deadline for finalizing the CS Declaration ? 
Our Declaration should benefit from the time left to us by the imbroglio upon the 2nd phase of the WSIS process demonstrated at the 26th feb Geneva meeting (BTW : many thanks to Chris Zielinski and Thomas Ruddy for their self-speaking report). Since the beginning we worked in a hurry so I'd suggest april 15th as a new deadline.for a complete, consistent and balanced document.

Point n°2 : the 26 feb Geneva meeting
I'd proposed to C&T to attend this meeting if its agenda would justify my presence there but was answered that only two CS reps were admitted there. However following Chris' report this rule wasn't applied. Therefore I regret not to have been there.

Point n°3 : Work during the 2nd phase
Although there are too much uncertainties upon the 2nd phase of WSIS, Internet governance and financing issues will dominate the debates and agendas. Moreover, these concrete issues involve as well good will and availability as knowledge and expertise. Especially financing is strongly related with heavy and urgent investments necessary for access and infrastructure implementation in DCs, at least as far as overcoming the "Digital Gap" is still a main objective of the Summit. 
In my opinion the current CS organisational structure should be revised, first as to strengthen its capacity to address these major and highest priority issues, second to carry greater weight in the "multistakeholder" balance especially for CS participation in formal or informal working groups set up by the intergouvernmental structure in the WSIS framework. I suggest therefore an entity to be put in place inside our C&T group, dealing with the complete access, infrastructure and financing issues and having a caucus like "status", inclusive a representation in the CS Bureau.
In the framework of this organisational revision I feel that consolidating the numerous items of our Declaration under a dozen or so titles/domains is essential for its visibility. If this is agreed upon, Development is a must that will absolutely need its place -at last- as a CS major priority in our Declaration. 

Point n° 4 : International cooperation
The december 12th revised edition of the Declaration, I do consider as a reference document (correct me please if I'm wrong), doesn't contain my contribution on this issue I'd mailed to C&T coordination and handed over to Bill (diskette) by december 10th. I ask therefore the C&T group coordination (Sallly or Bill) to insert my text in its complete wording as a new § 2.4.5 of the final edition of our Declaration. Within other issues my contribution asks for ITU to be reformed as to come back to its constutive functions and commitments. The last events are a further proof of this undisputable necessity. 
I'd also mention some "text compressions" that were made in both my contributions on "Access and Infrastructure" and "Financing" (which became "Financing and Infrastructure" in the current edition). In many cases they have altered the sense or led to misunderstandings in § 2.4.3 and 2.4.4. Therefore I'd like my complete original wording in account (some language corrections may be needed) for these two paragraphs in the finalized Declaration. 

Point n°5 : Missing information in CS organisation chart
Documents related to CS organization forget to mention that I'm a "Focal person for Access and Infrastructure" of the C&T group following its decision. Many thanks for completing them.
