I wish to follow the point made by Jean-Louis.

Lack of the travel fund screens the meeting participants. People from
Asia-Pacific would suffer most due to high costs and long time for
travelling to come to Geneva.

It will reduce this handicap if the meeting will include an web-conferencing
system. Even a simple conference call system will largely facilitate people
who wish to participate from various parts of the world.

The inclusion of conference call in a regular face-to-face meeting works
well in practice. I combined a conference call to have a speaker from
Brisben (Australia) in the session I organised at the Pacific
Telecommunications Council (PTC) this month.   The speaker didn't have fund
to travel but could deliver speech and participated in discussion.

Would someone suggest to whom the Civil Society should request ITU to
include a tele-conferencing system in the forthcoming meeting?
