Dear colleagues and friends,

Alfa-Redi, a non-governmental organization, is pleased to invite all 
students and professionals interested in the development and progress of 
informatics and its social and regulatory impact, to participate to the IV 
World Congress on Cyber-Law. The event will be held from the 11 to the 15 
October 2004 in the city of Cuzco, in Peru.

This event is the opportunity to share and exchange opinions, experiences 
and to propose policies for the better use of new technologies, taking into 
account the social development of each country and community.

The IV World Congress on Cyber-Law is organized as a follow-up to the 
previous world congresses held in Quito (Ecuador) 
(http://comunidad.vlex.com/conmundial/), Madrid (Spain) 
(http://www.derechoinformatico.info)  y La Habana (Cuba) 
(http://www.alfa-redi.org/congreso/iiimundial.asp). These events where at 
the origin of proposals that became either laws adopted in several 
countries or that where welcomed as guidelines by different decision-making 
public and private organs dealing with new technologies or the information 
society development.

In conformity with current trends, the IV World Congress seeks the 
participation of multidisciplinary teams. This is the reason why we invite 
to participate every professional interested in the development and 
application of new technologies, such as lawyers, sociologists, 
anthropologists, engineers, and mathematicians, among others, who will 
contribute with their views in order for the final product ­ the 
recommendations and proposals of the event ­ to cover any kind of problems 
in all domains.

Current subjects in the area of new technologies requiring answers and 
solutions from decision-making entities will be addressed during the event. 
In this line of thoughts, a first chapter on “Policies in the information 
society” will take place, where e-government and de-democracy issues will 
be part of the debates. Also, a chapter concerning “Intellectual property 
in the digital era” aimed at discussing domain names and content 
[protection issues will be held. The “Digital economy” is the title of 
another chapter suggested by the organizers of the event, where matters 
such as e-commerce and e-payment will be addressed. “Human rights in the 
digital era” and “Society, Law, and Technology” are important chapters that 
will include subjects like data protection and privacy issues, access to 
the Net of priority groups, gender and new technologies, e-learning, Jobs 
in the digital era, among others.

The event will combine the speeches (presentations) with working groups to 
discuss cases and find solutions to these particular realities.

As you can see, the IV World Congress hopes to focalize the discussion and 
to elaborate proposals in order to solve particular cases raised by the use 
of new technologies and the Internet. Our wish will not become true without 
your participation, therefore we hope you will be among the participants to 
the event.

Cuzco (Peru) opens its arms to you. Be welcome to experience a debate of 
modern matters in a place with a historical culture! We hope to see at the 
Congress! Your attendance is very important to us.
