This is my note from the Plenary just concluding now on Internet Governance.
Clearly, the government have more say in the "consultation" process, than
other stakeholders. if this will happen the way he described.

Our task is to define the way how government and other stakeholders would
interact
It would interact regular basis with government gropus - update consultations,
During these consultations, government reps would have chance to discuss
with WG member on substantive issues, to allow experts of WGs, to work on
the final report, based on government positions.
When it comes to 2nd PrepCom, that would be the opportunity for recorded
discussion on Internet governance issues - where WG will interact with
government groups in a formal manner .
The sooner we will be able to interact with the WG, we would have better results.
Only interaction during Feb 2005, would not be sufficient to guide the work
of WGs, that would not insure the open-endedness and inclusiveness.
Regular consultation, whether once a month or twice, will insure
open-endedness and inclusiveness. The same applies to the Finance Task Force.
In same way to have consultation process, in informal setting, between
PrepCom2 and PrepCom3,
