[WSIS CS-Plenary] Compilation of WSIS Documents for PrepCom 1/Tunis

In order to make easier for people to have an offline copy of all the 
official WSIS documents (in all the different languages..), i've 
taken the liberty of packing all the documents into one 6.57Mb PDF 
file.
