very important points which not only need to be discussed on the bureau 
list, but also here on the plenary.

(3) Planning ahead -


What Process, deliverables and modalities of participation for phase II 
(Tunisia) does CS want to develop ?. The executive secretariat published 
a "draft" road map in February which was expanded on at the meeting in 
Tunisia.

The discussion in Tunisia, and the corresponding Road Map makes it 
obvious that the Tunisia phase is inherently more complex. The ITU will 
not be taking the complete lead of the preparations as it did before, 
but instead involve a plethora of international organizations such as 
WIPO, UNDP, UNESCO, just to name a few. The # of meetings will likely 
tax our ability to engage and participate

My personal view is that for Civil Society to be as effective (or 
perhaps even more so) as it did in the Geneva phase we need to be more 
effective, more professional in developing a Road map or our own, a 
strategy on how we can collaborate and intervene to reach our goals - 
the achievement of points we raised in our declarations and benchmarks.

Going back to my earlier point - what indeed is being planned by CS for 
the meeting in New York next week?
