The WSIS context is tripartite: it seeks to create an exchange
platform between governments, civil society (CS) and the private
sector. Civil society actively participated in WSIS PrepCom 1, held
in September 2002 in Geneva and in all the regional WSIS meetings.
Since then, the number of participating and contributing civil
society entities is continuously widening. The great diversity of
civil society, the large number of organizations it comprises and the
vast array of interests and perspectives it holds, require the
setting up of a civil society mechanism that can ensure optimum
representation in all aspects of the WSIS process.
To respond to this need, a Civil Society Bureau has been created
during PrepCom 2. The role of this Bureau is to facilitate civil
society participation in the Summit. As a facilitating body, the
Bureau addresses questions linked to procedure, leaving content
related issues up to caucuses and thematic working groups. As of 21
February 2003, the CS Bureau is comprised of various "families" that
are seen to represent different constituencies within global civil
society.
Each family has an organizational focal point, whose role it is to
inform the family about updates regarding the evolution of the WSIS
preparation and to facilitate input from various family members into
the overall process.

The civil society division of the Executive Secretariat is the
Secretariat of the Bureau.
Note: The civil society division of the Executive Secretariat ceased
to exist as of February 2004. The Executive Secretariat (ES) has
assumed the registration of civil society for the summit. Further
details will be posted here as they become available.
Functions
As with the governmental Bureau, the international civil society
Bureau's functions are essentially of an organizational nature aiming
to maximize civil society participation at the Summit.
In this context, the civil society Bureau has the following functions:
1. Examines the logistical needs of civil society
organizations and helps to set up operational guidelines for civil
society events organization at PrepCom and at the Summit (time
management plan, space, criteria for exhibits selection, etc.
2. To act as a possible"connector" within the civil
society families to enhance mobilization and participation through
information sharing and other initiatives.
3. To consult with other structures (eg. the private
sector, governments and international organizations) and mechanisms
to ensure civil society's equal participation in the Summit process.
4. To examine the various information and documentation
issued during the Summit process and to promote maximum access to
this information.
