PRICE TAG PUSHES BACK DEVELOPMENT
[Stefania Milan] Information technology must be used
to promote development, but experts are less clear
just how. ”We should look at ICT (information and
communications technology) as an enabler of all the
other conditions of development we are moving toward,”
chairman of the United Nations ICT task force José
María Figueres Olsen said at its meeting in Berlin
last week. The meeting was called in preparation for
the second phase of the World Summit on the
Information Society (WSIS) in Tunisia next year. The
first phase of the conference was held in Geneva last
year.

GENEVA INFORMAL MEETING ON FINANCIAL MECHANISMS -
POSSIBLE STRATEGIES FOR CIVIL SOCIETY
The Task Force on Financing Mechanisms (TFFM) held an
open meeting in conjunction with the WSIS Group of the
Friends of the Chair meeting in Geneva last week.

Communica.ch was there and reports about a
disappointing discussion, but also about a view of
information and communication as “global public good”
gains support and offers a possible strategy for civil
society.

CIVIL SOCIETY PROCESSES IN WSIS PHASE II: ADAPTATION
OF WORKING METHODS STARTED, LESSONS STILL TO BE
LEARNED
Civil society groups involved in the World Summit on
the Information Society had some difficulties
concerning the transparency and inclusiveness of their
overall coordination structures. A review of the
structures and decision-making procedures was started
at PrepCom 1 in June and was finally kicked off at
last week’s meetings around the UN ICT Task Force in
Berlin.

ASIAN CIVIL SOCIETY FORUM 2004 STATEMENT
During the Asian Civil Society Forum 2004 held from
21-25 November at ESCAP, Bangkok, participants in the
thematic Briefings on WSIS – Tunis and beyond and
Internet Governance adopted the following statement.
They also had opportunity to connect by video with the
WGIG in Geneva.

COMMUNICATION RIGHTS: WSIS AND BEYOND
There is a scheduled 2nd Asian Civil Society Forum in
Bangkok (Nov. 21-25). The first ACSF was a venue
wherein Supinya Klangnarong, Al Alegre, Adam Peake,
and Izumi Aizu presented the Asian Statement on WSIS
developed in the first WACC/CRIS/BfA workshop held
also in Bangkok in 2002.

EL SECTOR DE LAS TECNOLOGÍAS DE LA INFORMACIÓN Y
COMUNICACIÓN COMO CATALIZADOR DE LA INCLUSIÓN SOCIAL
Durante la sesión plenaria del Tercer LAC-EU Foro
Ministerial sobre la Sociedad de la Información,
realizado entre el 22 y 23 de noviembre en Río de
Janeiro, Brasil, Valerie Peugeot de VECAM presentó su
visión sobre las comunicaciones entre Latinoamérica y
la Unión Europea durante el proceso de la CMSI: “Un
dialogo reforzado entre ALC y la UE y el proceso de la
CMSI: el sector de las Tecnologías de la Información y
Comunicación como catalizador de la inclusión social”.

d'expression et son corollaire, la liberté de la
presse, ainsi que des spécialistes et experts des
médias représentant les milieux académiques et
l'industrie des médias, se pencheront sur la place et
le rôle des médias dans la société de l'information,
en particulier en Afrique et dans les pays Arabes.
