Como ya hemos informado, un grupo de organizaciones de la sociedad 
civil latinoamericana y del Caribe ha decidido crear un nuevo espacio 
de coordinación en el marco de su participación en la Cumbre Mundial 
de Sociedad de la Información

El nuevo espacio de trabajo que hemos conformado hoy para seguir con 
el tratamiento de los temas y aspectos de la CMSI, se ha originado 
por los motivos que han sido dados a conocer hace algunos días 
(Mensaje enviado por Magaly Pazello: September 22, 2004 10:06:30 AM

focal).

Las organizaciones que hemos apostado a un nuevo espacio de trabajo,
alc-cmsi at wsis-cs.org,  estamos trabajando en la definición de 
mecanismos y procedimientos de trabajo. Una vez consensuado dicho 
documento, que esperamos que asegure el trabajo y la discusión 
constructiva, la lista estará abierta a las organizaciones que se 
identifiquen con los procedimientos y mecanismos propuestos. Es 
nuestra intención asegurar que la lista alc-cmsi at wsis-cs.org sea un 
espacio abierto de debate productivo y disenso constructivo, en un 
marco de respeto y confianza mutua.

A los solos efectos de aclarar algún posible malentendido, nos 
gustaría reafirmar que nuestro grupo no reclama ser reconocido como 
"el caucus de América Latina y Caribe de la Sociedad Civil". 
Reconocemos el derecho de otras organizaciones de tener sus propios 
espacios de coordinación, como nosotros hemos elegido el nuestro. Es 
un dato de la realidad que no hay un único espacio de coordinación de 
la sociedad civil en América Latina y por lo tanto no hay una "lista 
oficial".

Olinca Marino, fue designada como punto focal del caucus de América 
Latina y ella no ha renunciado a su posición. Muchos entendemos que 
ha hecho un gran trabajo y lo valoramos. No vemos razón para que 
Olinca renuncie, ya que continua representándonos a un grupo muy 
importante de OSC de la región. Entendemos  que hay una situación 
especial al no existir un único grupo de OSC en América Latina y por 
lo tanto probablemente haya que encontrar una forma adecuada de 
representación que puede pasar por que Olinca coordine con 
todos los grupos interesados en la región o por la designación de 
puntos focales adicionales de aquellos grupos que no se sientan 
representados por ella.

Probablemente sea bueno que el plenario discuta cual sería la mejor 
forma de participación/representación en este caso, que por supuesto 
puede repetirse en otras regiones/caucuses.

Members of the Civil Society Plenary
WSIS Participants

As we have already informed, a group of civil society organizations of 
Latin America and the Caribbean has decided to create a new 
working/coordination space within the framework of their participation 
at the World Summit on the Information Society.

This new working space we have created recently in order to continue 
discussing the issues and aspects of the WSIS was originated due to 
the reasons that were made public few days ago (Message sent to the 
SC Plenary by Magaly Pazello: September 22, 2004 10:06:30 AM 
GMT-04:00, [WSIS CS-Plenary] fyi: caucus lac focal point/punto 
focal).

We, the organizations that believe in a new working space, 
alc-cmsi at wsis-cs.org, are working in the definition of working 
procedures and mechanism which will orientate the action of the 
group.  Once consensus has been reached on the procedures, we hope 
that it will ensure constructive work and discussion, the list will 
be open to any organization that comply with and adhere to the 
proposed mechinisms and procedures.  It is our intention to 
make the alc-cmsi at wsis-cs.org list as an space for the open and 
productive debate and for the contructive criticism, within a 
framework of mutual respect and confidence.  

For the sole purpose of clarifying any possible misunderstandings, we 
would like to reaffirm that our group does not claim to be recognized 
as the "Latin America and Caribbean Civil Society Caucus." We 
recognize the right of other organizations to have their own 
coordination spaces, in the same way that we have chosen ours. It is 
a fact that there is no exclusive coordination space for civil 
society in Latin America, and therefore there is no an "official 
list."

Olinca Marino, was designated focal point of the Latin American caucus 
and she has not resigned her position. Many of us understand that she 
has done a great job and we appreciate it. We see no reason why 
Olinca should resign, as she continues to represent a very important 
group of civil society organizations of the region. We also 
understand that there is an special situation due to the fact that 
there is not an unique civil society organizations group in Latin 
America and, therefore, it will probably be necessary to find and 
adequate form of representation.  Perhaps, it could be that Olinca 
Marino coordinates with all the regional in LAC or it also could 
be the designation of additional focal points for those groups which 
do not feel represented by her.

It will probably be beneficial for the plenary to discuss which would 
be the best form of participation/representation in this case, which 
of course may happen also in other regions/caucuses.
