Celà me fait souvenir que j'ai oublié à l'époque de poster la traduction du
rapport de Renate. Je ne sais plus si j'ai traduit sommairement
le texte de Renate en révisant un texte sorti de Babelfish ou
si j'ai révisé une traduction de Rik,
qui s'efforce très souvent de traduire les messages de Renate, enfin la

Un très court résumé

La réunion du 31 août avait été convoquée comme un exercice de réflexion
pour aider le Secrétariat Exécutif du WSIS (ES) à avancer sur l'Inventaire
des activités se rapportant au SMSI.
Seulement quelques représentants de diverses catégories avaient été invités
(voir les envois de Francis) et la réunion s'est déroulée d'une façon
informelle et libre (Pas de règles du PrepCom ni procédures, mais
malheureusement pas d'interprétation non plus)
La réunion a été présidée par Tim Kelly, ES responsable de l'inventaire au
secrétariat Exécutif. M. Utsumi, Charles Geiger (officiellement toujours en
vacances) et l'Ambassadeur Karklins étaient présents.

Après quelques remarques générales d'introduction, - par exemple, que nous
avons un Plan d'Action sans mécanismes de mise en oeuvre - la discussion s'
est concentrée sur le but et les modalités d'un tel inventaire.
Le Secrétariat avait préparé un brouillon sur les problèmes du Sommet (basé
sur les 11 Lignes d'Action du SMSI) qui pourrait être la base pour une
enquête, - la description des activités.
Le Secrétariat veut le faire sortir avant octobre en forme d'une lettre aux
gouvernements, la société civile, le secteur privé et les organisations
multilatérales demandant leurs apports. Parmi les 11 thèmes on trouverait
des Mots Clefs qui aideraient les différents acteurs comme des points
d'entrée pour leurs rapports.

Des points ont été soulevés, particulièrement par la CS, en ce qui concerne
:
-        la longueur d'un tel document de résultats et sa complète futilité
-        les critères pour le format de l'enquête: les 11 thèmes étant un
d'entre eux, faisant un rapport comment certaines activités touchent aux
améliorations du développement et des problèmes de la justice sociales,
MDGs. Par exemple l'égalité des sexes, éradication de la pauvreté, le
fossé numérique, etc. peut être une autre.

D'autres points mentionnés étaient :
-        voie participative : du bas vers le haut
-        impact
-        évaluation qualitative des performances
-        exécution (constante) de l'évaluation
-        regardant au-delà de Tunis
-        rapport statique vis-à-vis dynamique

Le représentant de l'UNESCO a fait les contributions suivantes. Pour elle le
but est :
1.    Inventaire traditionnel
2.    Dépistage et mise à jour des mouvements
3.    La facilitation de la collaboration pour la mise en oeuvre, trouver
des partenaires et de ressources potentiels
4.    Apprendre d'autres groupes et permettre aux groupes d'interagir
réciproquement

L'UNESCO a aussi donné une présentation de leur nouveau site sur
"l'Exécution du Plan d'Action du SMSI: L'UNESCO Fait le point"

Le Secteur Privé a exigé que l'inventaire doit mener aux motivations et la
CS (comme d'habitude) a demandé des ressources. Le(s) gouvernement(s) ont
indiqué les exigences des implications et de la gestion et l'ILO ont averti
en ce qui concerne la base de données trop ambitieuse.

M. Karklins a rappelé que l'approche des 11 thèmes serait la plus facile à
suivre, puisqu'ils avaient été approuvés par tous les gouvernements. M.
Utsumi a attiré l'attention sur le Sommet et le besoin d'avoir un rapport
(maintenant) tandis selon une méthode beaucoup plus compréhensive et 
dynamique,
on pourrait établir un (autre) un rapport qui pourrait aller au-delà.

Le Secrétariat a conclu par la promesse de mettre en ligne prochainement sur
leur site web une version (révisée?) de l'enquête pour plus de commentaires
avant la diffusion de la lettre à tous les acteurs.
