[WSIS CS-Plenary] working Group on Financing Mechanism

I would like to introduce myself first: I am Djilali
Benamrane, with a life-long experience with financing
sustainable development. some 20 years as UNDP senior
economist dealing in many West Africa Countries with
Resource Mobilisation, Round Tables, Consultative
Groups, Sectorial and thematic meetings, Debt problems
etc...
I support the idea that Effective Financial Mechanisms
to implement the existing and future recommendations
are of prime importance, otherwise they are going to
be empty words, to the people from the South.
Therefore, I would like to call the Civil Society to
form a working group in order that Civil Society could
interface more efficiently with the Task Force on
Financing Mechanisms.
Too few people from the South have been able to take
initiative in the WSIS Civil Society. I have been
encouraged to take this initiative by many friends
from the French-speaking Civil Society and in
particular by Dr. Francis Muguet who is currently
writing a proposal to give an international public law
status to Multi-stakeholders Partnerships, which may
constitute an important tool for financing and
implementing recommendations.  Besides Francis  who is
supporting me by providing Web and mailing list
support,  I would like to invite other also persons,
to help me coordinate this effort, may be another
person from South America would be a good choice.

Je me presente Djilali Benamrane avec une experience
significative en matière de financement des
initiatives et de developpement notamment dans les
instances du PNUD en Afrique de l'Ouest ou j'ai exercé
comme economiste principal en charge de la
mobilisation des ressources, des tables rondes et
groupes consultatifs. Je suis aussi concerné par les
débats sur la préparation du sommet de Tunis, sa tenue
et son suivi.
Avec beaucoup d'amis africains, d'amis francophone et
d'animateurs et participants aux débats thématiques
traitant du SMSI, nous pensons qu'il serait grand
temps de mettre en place un groupe de travail sur ces
problèmes et de préparer des analyses et propositions
qui pourront enrichir les débats.
