In my point of view, as long as the CS has not find
the way to ensure tis financial independancy, the CS
will be dependant on ether Governments, or
international inter-governmental organisations (IGO)
including the UN system, or private sector operators.
As long as we are dependant, we do have to identify
our alliers... there is a French proverbe saying
better to deal with God better than with its
servants... it means that we have to try not to be
eaten by the private sector if we are not already
eaten. My speech will be different when the CS will
meet her financial independancy and it is suitable,
feasible and possible.
Djilali
