Dear Tracey --

Your ideas are brilliant. But debate tends to inflate to fill the available
time. 

Also, the PrepCom plenaries start at 10 a.m., and that is where the action
is likely to be this time.

I think that 2 hours of civil society plenary every morning is a bit too
much. Why not schedule for 9-10:30, and really stick to it ?

Having to debate within some limits should focus people on what really
needs saying.
