[WSIS CS-Plenary] US files comments on WGIG report

The US State Department filed its official response to the WGIG Report
today. In what could be considered a sign of progress or a sign of
apathy, the comments completely avoid any discussion of US oversight of
ICANN and the DNS root, and also say nothing, either for or against,
about the proposal for a new multi-stakeholder forum.
