It even took me a few emails to get the final version from the CS bureau
members.

You can also just submit it on behalf of the CS Privacy and Security
Working Group. That's what I did with the Comments on the WGIG report.
They were online the next day, see
<http://www.itu.int/wsis/documents/listing.asp?lang=en&c_event=wg|ig&c_type=co|>,
the very last entry.

And use the right emails. I first sent the above mentioned comment to
<wgig at unog.ch> and only the next day realized it should have gone to
<wsis-contributions at itu.int>. But they still accepted it, though the
official deadline was already over.
I general, the ITU/WSIS website people are very helpful and responsive.
You just have to send them the stuff.
