I support the document but would delete in para two the part "These changes are too drastic". Just start the sentence by saying "They do not represent....".

Hi All, 

 

The following is the two-para statement that I propose organisations and individuals endorse in the next 15 hours. I can forward the statement in the names of those who endorse it on this list in this time-period. 

 

 

1.    The undersigned organisations and individuals from the Civil Society strongly oppose the move to make the proposed changes in paras 10, 11 and 29 of the operational part of the Tunis document, as per the new input document circulated by the chair of the GFC. These changes are too drastic, they do not represent the contributions of the various stakeholders to the existing text, and their acceptance will defeat the stated purpose of the Tunis summit, described as the 'summit of solutions', to make some real headway in implementing the promises of the Geneva summit. 

 

2.    We will like to see the present suggested mechanism, based on stakeholder teams around action lines with a well-defined overall co-ordination body, as contained in the existing paras 10, 11 and 29, improved and elaborated through a multi-stakeholder consultative process to ensure that an adequate and necessary post-WSIS structure is in place, not only for implementing the outcomes of WSIS but also to take up Information Society issues as they come up.

Hi Parminder,

 

I agree with your agreement;-)  We have run out the clock without moving toward closure.  If the CSB (if we view this as a process matter) or C&T (if instead it's substance) could rally around a consensus statement in the next eight hours, that would be great, but I don't suspect it will happen.  An alternative would be a sign on statement from accredited NGOs.  I don't know if you have the bandwidth today to coordinate this, I alas don't, but if we had a concise one paragraph text along the lines of your first point below, orgs could send you their endorsements for listing at the bottom of a doc.  Of course, this would only be effective if there were some critical mass.  Should you decide to go for it, feel free to list CPSR as an endorser.

	*     As for the various discussion on ITU, while they all are every important, and informative, for the sake of written submissions till 31st, and oral representations at the Sept 6th meeting, lets stick to a single point agenda - reject the proposed new draft on points 10, 11 and 29 and ask for carrying the present draft to the prepcom negotiations. We may want to avoid taking up the issue of different possibilities for the implementation structure, till this issue is resolved. 

	 

	*     Since the process about a full CS endorsement of this position (or any other) a difficult one, we can send written submissions of behalf of the groups etc we represent to the GFC with this demand. They may be short, and can be very powerful that way.  These submissions are to be sent to wsis-contributions at itu.int by today ie the 31st.

	The ITU has a somewhat distant and difficult relationship to the UN system

	(prior to and except for WSIS, ITU has always pretty much done its own thing

	with very minimal reporting) which is part of why it's always driven me nuts

	when press hacks write articles about Internet governance warning of a "UN

	takeover,"  as if Kofi Annan wanted to be personally editing the zone file.

	Indeed, the ITU is itself a rather federalist system comprising a number of

	semi-autonomous grouping and activities, so there are coordination issues at

	multiple levels that can even make speaking of the ITU as a unitary actor

	somewhat misleading.

	 

	In any event, it's not obvious whether this is the central question that

	needs to be resolved right now.  I would have thought that a simple

	statement objecting to the Karklins draft and asking that MS implementation

	teams etc be back on the table would be the main task...

	> > > > commission tends to look at all thematic areas from within its own

	> > > > perspective. While that may be useful in highlighting several

	> > dimensions

	> > > > of an issue, it also leads to a disparate treatment of issues and

	> > > > sometimes does not blend coherently. That needs to be addressed

	> > at two

	> > > > levels.

	> > > > 25. At the Secretariat level, exchange of reports and other

	> > documents,

	> > > > joint activities and contacts between the various secretariats

	> > are the

	> > > > most common tools employed to ensure coherence of the work of the

	> > > > functional commissions. The substantive secretariats of five

	> > functional

	> > > > commissions that are located in the Department of Economic and

	> > > > Affairs are working together to coordinate their work programmes.

	> > > > 33. Several regional commissions have strengthened their role as

	> > > > regional bodies for conference follow-up and implementation. In

	> > > > preparation of the 2004 session of the Commission on Sustainable

	> > > > Development, five regional implementation meetings were

	> > > > review and assess obstacles, constraints, challenges and
