[WSIS CS-Plenary] Most recent version of WSIS CS Statement

Hi Ralf,

Thanks again for all your work in helping with the compiling and editing of
the CS Statement. I am just checking to see if the most recent version has
been posted, as my email has been a bit strange lately.  The most recent
version I have seen is 3.1.  Is this the latest?
