In Carlos, Vittorio's and Wolfgang's report on the first meeting of the
WGIG, we read that:

> The Plan of Action linked to the Declaration of Principles establishes
> four main objectives of the working group:
> 1.To develop a definition of internet governance.

Unfortunately, there is no draft definition of Internet Governance among
the many papers released by the WGIG. This is problematic, because the
papers are trying to establish the issues relevant to an undefined
entity. It will be very difficult to give relevant feedback to them
without proper context.
