YJ I decided not to participate in this distorted Internet Governance forum
YJ in early 2004. While I attend PrepCom II of the second phase, I felt
YJ obligation to make intervention to bring another voice to this forum.

I guess you also share "need to internationalize root-server zone file
management". As long as you can endorse the current statement that
deals with root-server issues, I would withdraw my clarification on
IGC's formal position on root-server zone file management.

As substantial stakeholders, I think, civil society should have provided
more visions and alternative suggestions on Internet Governance to
the government plenary. IGC should work hard in that regard.
