Tunisia - Serious concerns for World Summit on the Information Society

A joint monitoring visit to Tunisia undertaken by members of the 
International Freedom of Expression Exchange (IFEX) has found serious cause 
for continuing concern about the current state of freedom of expression and 
of civil liberties in Tunisia, including gross restrictions on freedom of 
the press, media, publishing and the Internet.

The visit, which took place from 14 to 19 January 2005, was the first of 
the IFEX Tunisia Monitoring Group and was organised in preparation for the 
World Summit on the Information Society (WSIS), a United Nations 
intergovernmental conference to be held in Tunis in November 2005. The 
purpose of the visit was to evaluate the state of freedom of expression in 
Tunisia and to assess the conditions for participation in the Summit.

The delegation, consisting of representatives of Egyptian Organisation for 
Human Rights, International PEN Writers in Prison Committee, International 
Publishers Association, Norwegian PEN, World Association of Community Radio 
Broadcasters and the World Press Freedom Committee, met with Tunisian 
writers, publishers and human rights organisations as well as government 
officials and government-sponsored agencies.

The delegation found serious cause for continuing concern in the following 
areas:

1.      Blocking of websites including news and information websites.
2.      Blocking of the distribution of books and publications.
3.      Restrictions on the freedom of association including the right of
           organisations to be legally established and to hold meetings.
4.      Restrictions on movement of human rights activists together with
           police surveillance, intimidation and interception of 
communications.
5.      Lack of pluralism in broadcast ownership with only one private 
broadcaster.
6.      Press censorship and lack of diversity of content in newspapers.
7.      Imprisonment of individuals for their opinions and media activities.
8.      Use of torture by the security services with impunity.

The IFEX Tunisia Monitoring Group is preparing a full report on the current 
state of freedom of expression in Tunisia with recommendations for 
improvement. The report, to be published at the next preparatory committee 
meeting of the WSIS, will provide indicators for monitoring freedom of 
expression in Tunisia in the run up to the World Summit. The WSIS 
Preparatory Committee is to meet in Geneva 17-25 February 2005.

Tunisie ­ Inquiétude de mise pour le Sommet mondial sur la société de 
l’information (SMSI)

Une mission d’enquête en Tunisie entreprise par des membres de 
l’Intenational Freedom of Expression Exchange (IFEX) a mis en évidence un 
certain nombre de problèmes dans le domaine de la liberté d’expression et 
des droits civiques en Tunisie. Cette mission a pu constater d’imporantes 
restrictions en matière de liberté de la presse, liberté des médias, 
liberté de publier et liberté d’accès à l’Internet.

La visite, qui a eu lieu du 14 au 19 janvier 2005, était la première du 
Groupe de contrôle (surveillance ?) de la Tunisie au sein d’IFEX et a été 
organisée en vue du Sommet mondial sur la Société de l’Information (SMSI), 
une conférence intergouvermentale des Nations Unies qui doit se tenir à 
Tunis en novembre 2005. Le but de la visite était de  procéder à une étude 
de l’état de la liberté d’expression en Tunisie et d’évaluer les conditions 
de la participation au Sommet.

La délégation était composée de représentants de l’Organisation égyptienne 
pour les droits de l’Homme, du Comité des écrivains en prison 
d’International PEN, de l’Union internationale des éditeurs, du Centre PEN 
norvégien, de l’Association mondiale des radiodiffuseurs communautaires et 
du Comité mondial pour la liberté de la presse (WPFC). Elle a été en mesure 
de rencontrer des militants des droits de l’Homme tunisiens, des écrivains, 
des éditeurs, des journalistes, ainsi que des représentants du gouvernment 
ou d’agences gouvernementales tunisiens.

La mission d’enquête a permis de mettre en évidence un certain nombre de 
problèmes dans les domaines suivants :

1.      Blocage de sites web, y compris de sites web d’information.
2.      Blocage de la distribution des livres et des publications.
3.      Atteinte à la liberté d’association, y compris au droit des
           organisations d’être légalement établies et d’organiser des 
réunions.
4.      Atteinte à la libre circulation des militants des droits de 
l’Homme, de
           même que surveillance policière, intimidation et interception 
des communications.
5.      Manque de pluralisme dans la propriété des diffuseurs avec 
seulement un seul diffuseur privé.
6.      Censure de la presse et manque criant de diversité dans le contenu 
des journaux.
7.      Emprisonnement des individus pour leur opinion et pour leurs 
activités dans le domaine des médias.
8.      Recours à la torture par les forces de sécurité en toute impunité.

Le Groupe de contrôle de la Tunisie au sein d’IFEX est en train de préparer 
un rapport complet sur la situation actuelle de la liberté d’expression en 
Tunisie. Ce rapport, qui sera diffusé à l’occasion de la prochaine réunion 
préparatoire du Sommet mondial sur la Société de l’Information (SMSI), 
avancera un certain nombre de recommandations visant à améliorer la 
situation, ainsi qu’un certain nombre d’indicateurs permettant de suivre au 
plus près l’état de la liberté d’expression en Tunisie jusqu’à la tenue du 
sommet en Tunisie en novembre 2005. La prochaine réunion préparatoire du 
SMSI aura lieu à Genève du 17 au 25 février 2005.
