[WSIS CS-Plenary] WGIG - Caucuses meeting?

Hi,

A meeting is a good idea, but on the 13th WGIG CS members might want/need to
talk with other WGIG members, so the 14th-15th might be better.  We also
need to do a IG caucus meeting either the 14th or 15th and would need to
coordinate between the two.
