[WSIS CS-Plenary] Process for nominating CS speakers for summit [u]

A colleague of mine recently asked me a question , one that I am  
surprised has not been discussed on either this list, or any other of  
the CS lists...that being the process to nominate and select Civil  
society speakers for the upcoming summit in November.

If memory serves me correctly this item was raised during the prepcom  
in February, and notification was given the the ITU and the WSIS  
executive secretariat that civil society itself would like to not  
only suggest names, but have the names it recommends be respected. I  
don't know if it was in an email message, or in telephone  
conversation - but i did hear from a fellow CS bureau member, based  
in Geneva, that a letter had been received formally requesting a  
nomination process be started and conducted somehow. I can't recall  
this being raised on this list - and as such, either i've missed a  
message somewhere, or news of that formal request has not yet seen  
the light of day.


We have only  - 4 - months till the summit. To have a truly open,  
democratic and transparent process that allows for discussion,  
debate, compromise and decision - we really don't have that much  
time. As such, i'd like to - for better or worse - make the call that  
we need to develop a process to both nominate and select individuals  
to speak at the numerous summit events in Nov. Be it after the UN  
secretary general, the round tables, or other possible slots - we  
would be best served if we started the process the sooner the better.

My only comment - at this point - is that it would be good to devise  
a process that's transparent and known well in advance.
